PLS was formed to offer horticultural consulting and project management services to community development districts, homeowner associations and apartment communities in the Tampa area. Our founder Brian Howell has been involved with numerous award-winning landscape projects during his career and has been interviewed on television, radio and the newspaper in regards to proper landscape design and best landscape management practices.

Brian has over 30 years of project and contract management experience and he has touched over 150 housing developments throughout Florida.

Our team has managed over 100 million dollars of new construction and capital improvement projects. As a client you will also benefit from the extensive network that we have built over the decades that include construction trades, engineers and architects so we can always assemble the best team for your community project.

Brian brings a perspective that very few folks can bring. First, Brian ran a management firm that specialized in HOA & CDD management as well as managing projects for various developers, builders and contractors.

Lastly Brian has served as a CCD/HOA board member for over 35 different communities. Brian served in those capacities as a developer/builder representative.

With PLS you get a team that has not only served on many CDD/HOA boards but also has been a CDD/HOA property manager and lastly a contractor/project manager, so we understand the role each party has in governing a community.
